Li Gang, deputy secretary of the Party Committee, reported on the work of students and the appointment of counselors. He pointed out that the teachers should further implement the supervisor responsibility system, deeply understand the psychological, academic, employment and other conditions of the students, and work in accordance with rules and regulations; All teachers should actively organize and lead students to participate in the "Internet +" college student innovation and entrepreneurship competition, "Challenge Cup" National College Student extracurricular academic science and technology works competition, "Creative Youth" National College Student Entrepreneurship Competition, etc., and strive to achieve new breakthrough results in the New Year; In terms of counselor appointment assessment, a new assessment method will be adopted in 2024, according to the "dual position" assessment method.

Pu Chuanxin conveyed the spirit of the meeting of the new semester cadre conference. He pointed out that, based on doing a good job in daily work, the college in the next few years should closely focus on the target responsibility book; at the same time, combined with the actual situation, he conveyed the key work of the school in 2024, that is, give full play to the disciplinary advantages, continue to strengthen the ideological leadership and value shaping; improve the quality of talent training led by "master teacher-type" talents; promote teaching by scientific research, strengthen discipline leadership, and strive to improve scientific and technological innovation. Yang Yunxia, the dean of the School, combined with the target responsibility book of 2024-2027, made a theme report of "invigorating the spirit to fully implement the tasks of the target responsibility system", interpreting the relevant target responsibility system and mobilising and deploying the key work of the new semester. She comprehensively sorted out and interpreted the 17 indicators of the responsibility book from five aspects: basic workload, discipline construction, talent cultivation, scientific research and team building. She pointed out that around the university's goals, all teachers and staff should unify their thoughts and confidence, by the "always on the front line, always in the state, always in the forefront" standard. According to the standard, each teacher should make clear his or her own development goals and path, focus on the overall "construction plan" of the School, combine his or her own teaching and scientific research characteristics, make use of Shaanxi's characteristic resources and the school's strengths in the field of national defence and military industry, broaden the mind, conduct in-depth analysis, and formulate their own "mission statement", for the School to achieve the connotation of leapfrog development unity and struggle.

Zhang Yunlong, vice president, informed the postgraduate-related matters. He pointed out that around the "127" core indicators, in terms of enrollment, the School should further improve the quality of graduate student sources, all staff should do a good job of enrollment publicity; in terms of tutor enrollment plan enrollment targets, the distribution of student sources is linked to the output of teaching and scientific research results; in terms of discipline construction, it is necessary to set up a sense of excellence and awareness of excellence; In talent cultivation, tutors should pay close attention to the quality of dissertations, cultivate superior masters, and actively encourage and guide students to participate in all kinds of competitions.
